He has extensive program evaluation experience, both as an independent evaluator and as a program designer. He has created and implemented over 20 programs in 15 countries, which have been distinguished by their excellent results. He has also evaluated 20-plus development programs throughout the world. Warr led USAID's Energy Market Development Team. He was responsible for
strategic program planning in the area of energy sector governance and
energy market development. He used his knowledge and understanding of
complex sustainable development issues to design and implement
innovative, cross-sectoral solutions to energy sector governance
problems, with measurable results. He designed and managed a
ground-breaking, $7.5 million energy, governance and private sector
development project.
- Dr.
Warr took bold steps to cause change in societies through creative
governance models, a strong commitment to results, and respectful
diplomacy. He collaboratively worked with government officials, NGOs
and the private sector to ensure successful results.
- He
provided USAID Bureaus and field missions with technical and analytical
guidance on issues related to energy sector governance.
- He
also leveraged $65 million in other donor funding and marketed
Washington-based programs to USAID field missions resulting in another
$8 million additional program funding.

2007, Dr. Warr founded this 501(c)(3) corporation dedicated to
improving the quality of life for the world's poor by helping people
realize their own economic and social power. The Abundance Fund
provides the means for people to realize their own innovative ideas to
create a better individual and collective reality.
- As
Executive Director, he is responsible for all day-to-day management of
the Fund, including marketing, fund raising, strategic focus, and
financial management.
- He
and his board of directors evaluate requests for funding and for
ongoing projects. He also provides management expertise to ongoing
projects.

SIM INTERNATIONAL, Maradi, Republic of Niger
Project Manager
- Kevin Warr directed
and coordinated an international development project in Niger that
focused on community-based economic skills training.
- He
carried out an extensive program evaluation and made management
recommendations to SIM, a non-profit international development
organization.
- He also assisted
in rural development projects geared toward teaching African farmers
new cultivation techniques and the effective use of water and forest
resources.

Dr. Warr earned his PhD in International Relations from American University in Washington, DC. His fields of study included African Politics, Comparative Politics, and International Relations Theory. He wrote his dissertation on, the influence of the World Council of Churches on South Africa's democratic transition.
He also earned his MA in International Affairs from George Washington University in Washington, DC. He concentrated his studies on international business, African politics, and International Relations theory. He was inducted as a member of the International Affairs Honor Society, Sigma Iota Rho.
As an undergraduate, Kevin Warr studied Political Science at Wheaton College in Wheaton, IL, and earned his BA degree there.
